I would like to get a program which predicts chemical reaction rates.
Does anyone have one – preferably public domain – preferably in C
for Unix?

One excellent source for chemistry programs is QCPE, based at Indiana
University ((812) 335-4784). The programs are (for the most part) not
public domain, but copyrighted works with limited distribution or
other minor restrictions on use. QCPE charges nominal distribution
and membership fees. I do not know current pricing.
